Location:	During the tutorial to Player-Owned Ports, you can find him east of the Exit Portal. After the completion of the tutorial, The Partner can be found in the office to the northeast of the Exit Portal.
Notes:	The Partner, named John Strum, can be spoken to in order to get a brief history as to why the port originally fell into disrepair.
