Location:	At the start of the In Aid of the Myreque quest, Radigad can be found in the basement of the pub in Canifis, but after the quest he can be found in the basement of the pub in Burgh de Rott.
Notes:	During the In Aid of the Myreque quest you talk to him to ask if he is ready to move to the Berg de Rott hideout.
