Location:	Pickpocketed from Sam in Sigmund's H.A.M. base during The Chosen Commander quest.
Uses:	If it is Sam's day to interrogate prisoners (ask the prison guard for the day and check the schedule on the wall), giving this letter to the prison guard will allow you to enter the cell with the goblin prisoner.
Notes:	The letter reads: 'I certify that the bearer of this letter, namely Sam, is a true servant of Saradomin and is qualified to interrogate our enemies without pity or hesitation. Sigmund, Knight of H.A.M., adviser to the Duke of Lumbridge.'
