Location: During the Ghost Ahoy Quest, once you have obtained the signature of 10 Port Phasmatys citizens on the Petition, use the petition on Necrovarus. He drops the bone key.
Uses: Use the bone key on the chest on the upper floor of the Ectofuntus Tower to get the robes.
Notes: You need a Ghostspeak Amulet to talk to the people.
