Location:	Created at the singing bowl in Prifddinas by combining 150 harmonic dust and a crystal tool seed at level 80 smithing. Ilfeen, Eluned, Islwyn, or Rhodri Dail can enchant a crystal tool seed into this for 150 harmonic dust and 1,500gp.
Made by:	Combining Crystal tool seed and 150 Harmonic dust - requires level 80 Smithing and gives 150 Smithing xp.
Uses:	When equipped and while smithing, there is a 5% chance to activate the scroll of efficiency.
Notes:	This has 28 charges and a charge is used each time the scroll of efficiency activates. Once depleted it will revert to its crystal tool seed version.
