| Found while training fishing, mining and woodcutting during second god emissary skilling job and also found while pickpocketing desert bandits, menaphite thugs, knights of ardougne, heroes or paladins, or hunt implings during the fourth god emissary skilling job |

You can only gain these from resources that require level 30 or more in corresponding skill (or level 50+ during the fourth emissary job). Distractions and diversions related training (such as evil tree or shooting star) doesn't seem to yield fragments.
